What is "patriotic"?

In the VP debate Thursday, Gov. Sarah Palin accused Sen. Joe Biden of saying "higher taxes or asking for higher taxes or paying for higher taxes is patriotic." (the quotation marks represent Palin's quote, Biden was not guilty of such a fragmented sentence).
